Just to rule it out, make sure you are launching as admin. Either a right-click on the shortcut and selecting Run as Admin, or by opening the properties page and setting the option to always run as admin.

Otherwise, security software may be blocking the executable because it detected a change in the file. Refreshing or removing/creating the exceptions again often resolves that.

As for the forum message, the thread was likely moved to another category and locked from user replies. This happens when the get moved to accepted bugs, insufficient info, etc.
