Indeed. If it didn't have the autoplay feature with it it would be perfect.XIII would have unarguably the best combat if the game didn't basically play the game for you. It has features that make it much better than anything before it and features that make it inferior.
This game would benefit from the same kind of action stacking, but it can not be a simple 1:1 convertion. The main reason why it worked in XIII is because the game is so snappy and responsive. They need to be able to achieve nearly same level of responsion here. That is a no-brainer regardless of what they actually end up doing with the combat system.
If I have to wait a second between pressing the button and the skill actually showing up in the stack screen, the sluggishness will ruin whatever benefits that system has. It should be 200-250 milliseconds at worst.
