    Shouldn't it require completing the Lost City of Amdapor dungeon to unlock it?

    I imagine you get different dialog during the quest if you have already completed The Lost City, but there's nothing in the story that requires it. Diablo was free before we came to Amdapor and he was free after, meaning he could cause chaos in the Void Ark either way.
