Clear your internet history and cache and try it again.. I doubt you have a proxy server setting (ask the person who runs the internet in your house..if at a public place then skip). If worse comes t worse a full reinstall will most likely do the trick (but take forever)

I have never had this problem. I am freaking out.
If tried deleting temp files. I don't know how to do the 2nd thing. If I were to reinstall, do I need to delete the game first? Will I lose all my hotbars and things/.
Restart your computer, run launcher as administrator.
Your hotbars, inventory sort, macros, and similar things are stored in a folder that is located by default at:
C:\Users\<User Name>\Documents\My Games\FINAL FANTASY XIV - A Realm Reborn
The folders that start with FFXIV_CHR... have the information in them, there's one for each character. You can copy those to save your info.

Make sure 'BootVersionCheckMode' is set to 1, save and restart the Launcher, and then it will work. I'll cross my fingers that you won't have to reinstall everything.
