Are you purposefully being dense? This is a direct response to what you said which ultimately was from another quote of yours:why do you think there would be more server congestion an hour before reset rather than after?
Seriously? where are you from? I'm from NZ and the download completed in like 10 min with my VDSL connection...
It's a simple reasoning for several reasons.
1. Players complain: It's an NA thing. They don't want their epeen hurt. They are falling behind other players because they can't get on in those few hours to collect tomes and do content during that narrow window while others can. This means they can't get things quicker, and they can boast their superiority to other players by standing around with gear they shouldn't have until the second or third week in. If they can't access the content in that narrow window and get extra stuff, then no one should be able to.
2. Congestion: Everyone rushing in at once to do new patch stuff, max tomes, and do things before the weekly reset can cause 90k's, crashes and such. This is especially true when it comes to high pop serves like gilgamesh and balmung. The entire data center can suffer.
3. SE wants to extend content for as long as possible: 3.1 has to last at least 3 months. Major grinding content should take about 1.5-2 months. Opening up the servers before the weekly reset would kind of kill that. Servers open early, everyone grinds. Weekly reset hits, everyone grinds again. So within a few hours, people will have 2 weeks of progress before the first week has really gotten started. That's a half a month's work of progress. By holding off the patch until after reset, a few hours turns into a full two weeks.

you are missing the point entirely. they said they changed the maintenance end time to ease server congestion. you said that doesn't have to do with people wanting to get an advantage. i'm asking you why you think that? why would there be more server congestion before the weekly reset, rather than after, if not for this advantage? "people wanting to rush to try out a new patch" will happen when the maintenance ends, no matter what the time.
New Void Ark Gear, new exploration gear, new gathering items from exploration. New Recipes for crafting. Esoteric gear upgrade items are available from a variety of methods now. There are beast tribe quests just to name a few.
Two Void Ark gear pieces in a few hours instead of 2 weeks.
You can probably get in 2 exploratory missions, which means gear and gathering items, if they opened up the servers right now.
You can cap esoterics twice if they opened it right now, and probably upgrade two pieces in the few hours. If there are 12 items to upgrade....er 11 for some due to ring things. The time it'd take to upgrade all of that would be significantly reduced just from the opening before reset.
Then there are beast tribe quests. Right now the quest limit is 6 a day. At the start, we only get 3 for a beast tribe until we get a rank up. Still, that'd be 6 quests in a few hours, getting a nice jump on getting that new mount.
Things people see as inconsequential can actually matter and make a difference. A couple hours can make a big difference with content burn, which is why they just wait until reset.
I don't think there really would be much serve congestion before the weekly reset. The only reason there would be today if they released the patch early is simply because it's a new patch.
