Yep, you're right. Beta tested this with a buddy last night.

This means that you'd only get guaranteed benefits on a Bard if it's an Extended Spear, and only for Repelling Shot and Blunt Arrow. I was thinking Misery's End and Bloodletter/RoD would be affected, but they are weapon skills, as well.
