It's stuff left over from the main one like the Ixali stronghold.
And yes, this should fix the matter of the PL being inside the party. Now they'll have to kill from outside the party.
So, few weeks until patch 1.19b and the monthly "omgz y is dis so small patch wtf" bitching.

Well, if it's changed to where the PL can't be a member of the party, then it will effectively be a fix.
It's one thing if high level players can tag all the mobs and the lower level players don't have to be involved at all and still get xp for it.
It's another thing altogether if the lower level players have to tag the mobs first and then the high level player has to take them out. There's a definite delay between the mobs being tagged and the PL being able to kill them where things could go horribly wrong for the lower level players. They're certainly not going to be AOE'ing like some were.
In the current situation, the PL'ers can just go crazy killing everything that moves. After the revisions, if I understand it correctly, they won't be able to do that. So, keeping the area the lower level players are standing in clear of mobs will also become trickier.
If anything, it could/should bring the max level of what mobs are being fought down quite a lot. My guess is that it'll probably more resemble the situation in XI, where players are fighting mobs only several levels above them (like fighting Pugils at level 13 in Valkurm).. The xp will come more "steadily", but it won't be nearly as much as as it's been. And things can still go wrong even in those situations.
As you get into the higher levels, it'll slow down, as well, 'cause it's gonna start taking longer for even the higher level player to kill them.. And of course, after a time, a PL'er would be superfluous, 'cause they wouldn't be doing much more than the party members would themselves. So a form of diminishing returns will probably start to kick in.
It wont' be eliminating PL'ing... but it'll be seriously putting a cap on it.
