They need to pull a WoW and have it where new characters cannot use tell, shout, and yell until they are lvl 10, 15, or 20.
That would end it.

WoW doesn't have that.... The trials go to 20 and can't use tells(think this restriction is lifted on "expired" veteran accounts, which lets you play under lv20 characters).

I've not once been tell blocked on a sub 20...

Hiding from search query is best option.
