    My suggestions to curb some of the annoyance of /tells:
    Quest: /Tell Me Sweet Nothings
    Requirement: Any Class, Lvl. 1 or Above
    NPC Giver: Adventurers' Guild Master of Starting City
    Rewards: Ability to send /tell. (absolutely NO gil)
    Description: Adventurers' Guild Master is worried about one of their waitresses, who is being harassed by a customer who doesn't understand that being pleasant and accommodating is her job. She sends you to /tell the annoying customer off, you report back to her and the adventurers' guild master and get the ability to /tell.

    It could unlock a quest for /shout as well, to slow down the number of characters that RMT generate capable of /shouting and /telling.

    Other than that, instead of having a hard limit, lock the ability to make friend requests after the character has been turned down 3 times for an hour. If they get rejected 3 more times, make it 6 hours. 3 more times after that? 24 hours without friending for you. Daily limit of accepted friend requests should at least be the number of players in a full party (8), if not for a full raid (it's 24, right? Haven't done any of the dungeons that require multiple full parties).

    Basically, other than a larger number of more active GMs, all you can do is make it harder for RMT and force them to slow down a bit, by forcing them to either bot the quest or to pay someone (loss of profit) to play through it.
