As someone on Jenova who has been there from day one I can tell you I'm constantly hit with rmt friend requests. I've had up to 10 in an hour in some cases. Just because person x isn't experiencing it, doesn't mean it isn't happening. That's a complete fallacy. Obviously the reports are high enough that they decided to do something about rmt friend requests.

Beyond that it's hardly an inconvenience. 5 FR per day isn't that hard of a thing to get around. I don't see how it will prohibit anyone from doing anything besides rmt doing spam.
