Or you could make being a certain level able to send tells, Unless anyone can explain a good reason why we need to allow a level 1 sending tells to everyone on the server, all day.

MMOs are a social game, and limiting tells of new characters limits the ability of genuinely new players to interact. Some game companies judge it to be a worthwhile measure anyways, some don't.

Of course, it would be nice if SE had some way to detect that a character was spamming a bunch of people... but they haven't even been able to give us a right click > report RMT button yet, so...
