I tried to make an alt on your server, Twilite, but it wasn't accepting new people.

Phoenix is kind of the "Balmung" of EU data centers, except we're not blocked from making new characters(however if we're full, can't do that still). Best time to check is right after every "window" that SE opens. Definitely after maintenance..
