Like others have said. It fits mostly the tank role without it becoming over powered role.
With a weapon like a rapier or whatever, I don't see RDM as a tank aesthetic-wise. Wearing heavy armor with a rapier as a weapon seems impractical, let alone using a rapier to tank.
But with it's capabilities, It fits being a tank. Though, I prefer it being something else.

Also, BLU's "concept" is that they use monster's ability. They have no more concrete claim to being more "Tanky" than RDM does, and RDM has the added advantage of already being in a trinity with a healer and a DD, meaning a tank is all that's missing.
They could make it like FFIII Red Mage and give me access to all BLM and WHM level one spells.

Because it's practical for a tank to wear heavy armor. Hence being called a tank.
...And for a Blue Mage to learn a monster's ability, they have to be attacked with that ability. Taking hits, and looking heroic in concept art and all, it fits as a tank.Also, BLU's "concept" is that they use monster's ability.
I'd say make Red Mage a full dps class, something in between a Black Mage and a Summoner.
Actually, we're called tanks because we're durable and can take hits. There are ways of being durable besides wearing lots of levels of metal plates. For example, using earth magic to enhance one's durabilty, or using Air magic to make you harder to hit.
I'm just saying that it's practical for a tank to wear heavy armor, so they can be durable and can take hits better. The magic you've mentioned is a possibility (except the air one. That's not tanking, but evasion.) but I doubt there would be a special snowflake light-armor/leather/cloth-wearing tank anytime soon, without the help of glamour.
