This right here stops it 100%.
It would stop it for those players willing to give up interaction in order to block it. Just as /busy already stops it for those same players. You can also already turn off /tell if you want. The RMT spam problem is mainly an issue for people who DON'T WANT to block that interaction. We want the spammers themselves to be stopped, so that we don't have to block interactions with regular players.

This Friend request change addresses only the tiniest bit of the problem, since Friend requests quit being a major part of RMT spam after Free Trial accounts were barred from sending them several months ago. I did see someone greifing Friend requests a few days ago, though (no RMT content, but just repeatedly sending and cancelling a request), so the change will help with that sort of thing. It's a good change overall, but not a very significant one, as it only addresses a relatively rare bit of the problem.
