Shield swipe was basically our move to slow our tp consumption by being cheaper than our other skills and putting us on GCD, now it is oGCD it's not gonna do that anymore.
They adjusted Goring Blade to cover that. The Goring Blade -> RA -> RoH/RA rotation currently consumes 5.333 TP per second with a 2.5 second GcD, in 3.1 it will consume 4.888 TP per second with a 2.5 GcD. That is roughly a 9% decrease in TP consumption.

The change to shield swipe is more to make it a viable MT DpS boost.
