150 potency ogc Shield Swipe is pretty amazing for both additional DPS and building threat. It looks balanced from here.

Shield Bash has always been overpriced and there is nothing wrong with lowering Goring Blade's TP cost so that intentionally clipping the DoT isn't really a penalty. (Also Goring Blade looks awesome so you can spam it more)
