That's my assumption, too. And judging from the recipes, these won't be as difficult to make as the i180 sets were in terms of material acquisition, so there will hopefully be a decent market for these.
My guess is 1800 for 1. Remember back at ARR release? I don't remember the exact numbers, but I think it was 900 Philosophy Tomes for 1 Philosophy crafting mat - and you needed 9 for almost any 2-star recipe.
Now, apply the usual Heavensward recipe inflation, and 1800 for 1, with 15 total needed for a 2-star recipe, sounds about right...
Especially since there are other ways to get those mats, and they want to keep the gatherers in business. This just allows players a way to make some money off their unneeded Tomestones.
I'm almost positive they were 150 each. It was 1350 per 9, back then. The 2-star items were more costly than their Darklight counterparts in terms of tomes spent but not by *that* much.

So spirit bonding battle V materia will be a thing, however, we still don't have any reasonable way to get crafting/gathering v materia :/

This should make all the red scrip mats cheaper either way. All the battle classes will funnel their law into mats. Minus a few, I have several friends who are already planning on feeding me mats. Yea, it looks like there are quite a number of stuff to do in 3.1 concerning crafting... maybe it'll end up as spiritbonding fest? I'm excited about doing sky missions with my fellow FC-mates, but I am not thrilled about spiritbonding, knowing S-E will very, very likely make use of the notorious RNG, and make the Tier V appear like 1/5 i185 gear.....

Early datamining places NQ Sky Pirate gear about equal to i170 Law gear, and HQ Sky Pirate gear as slightly better than i180 upgraded Law gear -- and that's before any melds, if melds and/or overmelds will be possible.
So there could be a raiding (as opposed to glamour) market for it, for people who don't want to grind Law gear and Doman upgrade mats.
