There is a very early story quest where you need gear with an ilvl of 5. It was changed so that the quest can be completed with the gear one starts with.
Originally, it was you needed to equip 5 left hand of level 5 gear, as item level wasn't a thing at launch. Now that it is a thing, now it's more focused on item levels than the actual equip level.
