Finding a FC is really like finding a job. Both sides are trying to figure out if they're a good match for each other. There's no silver bullet for this, but here's a few tips:

When you apply to a FC, don't just join the first one available and spend the time to talk with the recruiter and ask them questions. Some common questions are:
What does the FC do? Is there a hierarchy structure in the FC? Are there goals for the FC? When are players most active?

How they answer these questions will give you insight in to how active the leadership is in directing its members to the goals. The recruiter should also ask you these questions to make certain you fit the culture and wish to pursue the goal of the FC. If they're on raid progression or saving up money for a house, they would prefer a player with the same goal. FCs who don't have a direct goal in mind tend to broaden their efforts. This can mean factions or departments within a large FC or an undirected and less collegiate small FC. Either way, it means members will not be working together as much and may not talk to each other. This is a generalization so not all FCs with broad goals are like this, but it is a warning sign. Any FC that doesn't talk to each other has this problem.

If you have the time, spend some time to do the research. If a recruiter says they're active at your usual play time, double check by right-clicking and viewing their FC info panel to see how many players are online. Contact existing members to find out how talkative they are or what they talk about. Some FCs talk more in a VOIP instead of in-game, so be sure to find that too. Also don't be afraid to tell a recruiter you'd like to spend some time looking around. FCs are always looking for new members, so more often than not, they are willing to wait for a good intelligent candidate (usually one who asks these kinds of questions) when they find them.
