Legacy infront of a server's name means that server has been around since 1.0 so those are the oldest servers in FFXIV.
The newest server in Europe is Zodiark (nearly 2 years old), they might release a new EU world soon considering JP has 32, NA has 24 and EU only has 8. But still dont count on it, whe never know.... EU does need 1 new world...

There is a shop but not ingame, the shop is located in the mogstation.

The item that lets you change main character features like race and gender is called Fantasia. You'll get one for free as a veteran reward once you pay your first 30 days worth of subscription. (That only counts separate subscription payments, though, not the 30 days of game time that comes with purchase of the game.) But then, as Director_Zero said, you can buy more of them through the MogStation if you want to change your race or gender again.

About Fantasia, its around 7euro for 1 and around 20 for 5. (making it around 4euro per)
You can change anything with it, except name and start-job

I think that is a very good deal to be honest, coming from games like wow where it costs 20euro for an compete race and appearance change.

Dane 'ere, been playing since this game came out. I play on a NA server called Midgarsormr with my American fiancé - you are not alone my friend!
Legacy means it's an old old server, and probably has a bunch of people on it, so you can expect a bunch of activity on those!
And yes there is a shop! It's called the mog station and fantasia potions and the like can be bought there. They alter your appearance! You should receive 2 for free after being subbed for a month! and there's a NPC at the aftcastle in Limsa that will exchange your gender specific items for some you can use should you do so. The store usually only sells vanity items, but you can go check it out!
