In light of the grind for the new relics, I think this idea deserves a necro-thread bump. :B
I wouldn't mind having level-capped XP add onto your rested bonus (whenever it's not already capped), but given all the bonuses we already have when leveling additional classes, I don't think it should be another type of bonus that stacks with them.
100% for armoury bonus + 50% for rested bonus + 10% or 20% for FC actions + 3% for food, + various amounts for chain bonuses and the like ... I think that's enough without an additional % bonus for an EXP Bank.
Leave the cap for (and effect of) rested bonus where it is, but whenever you're below that cap, they could let some portion of the XP earned on level-capped classes go towards extending your rested blue bar.

this is a terrible idea. People should have to play the job to get experience. Look at it like this I don't get experience credit in real life for being a doctor if I spend my time as a baker!
Nowadays you can have a level 60 healer (SCH) barely using a simple cure skills (except for raise CNJ to level 15 and do the SCH quests), if you opt to raise ACN then SMN.
But as result you will have a top level healer but totally inexperienced
