Summoner Pets - Spell Speed + Skill Activation Issue

Summoner Pets - Spell Speed + Skill Activation Issue
    Frequency:
    1.Always

    World:
Multiple NA and possibly JP Worlds

    Class/Level:
    60

    Party or Solo:
    Both

    NPC Name:
    Test Dummy

    Steps:
Testing different Values of Spell Speed.
Ifrit or Garuda on Obey attacking a target.

The impact of SS on the recast of Burning Strike seems to be very close, if not the same, as on the player. At 737 SS, I was getting 2.83s recast on Burning Strike; at the same SS, Shadow Flare is a 2.82s cast. That said, it seems like most of the impact is lost in practice.

There's an arbitrary delay between each Burning Strike, and it was consistently shorter with 354 SS than it was with 737 SS. When the it was on the shorter side, it nearly evened them out; the 737 SS set only pulled ahead when the 354 SS set had a relatively long delay.
So it seems that while the Spell Speed stat is reducing the recast of pet skills, on average the pets are still waiting until their 3 second recast in order to re-use the skill. So this in turn nullifies the effect of Spell Speed for pets.

    i.e.
    3s Recast, ~0.2s to activate
    2.9s Recast, ~0.3s to activate

Also the pets are slow on attacking to begin with due to this delay, as on average with a 3 second recast, the pets do not attack until 3.2+ seconds, so pets are losing 7% of their performance right off the top.

Not sure if Spell Speed is intended to function as a Pet: Haste sort of stat?

Always thought of it more as you are "hasted" so can commit your commands faster, but the pet is on it's own timer separately. Sort of like it was in XI. BST could Sic a pet before it was ready to use an ability and it would queue it until it had TP. PUP had an actual Automaton: Haste stat on gear that sped it up globally. And then later on there were atmas that would actually haste your pets. But things like Fast Cast or Haste on you did not speed up the pets---they had to have the haste effect applied specifically to them for that effect.

The time calculated for you to "cast" commands could be sped up which allowed you to avoid interruption, stutter step, etc.--but the pets themselves responded on the same timer/cycle unless they were specifically hasted somehow. IDK.. maybe I just expected it to be separate timing like that because I'm just used to it behaving that way, so never paid it much attention?

    From the 3.0 Patch Notes:
"In order to receive the effects of the caster's spell speed attribute, all pet actions excluding auto-attacks have been changed to elemental damage."

Then it still is not pet: haste. As stated it does not speed up auto attacks. It is still more about speeding up your times. What may be more accurate tracking would be the timing change when it is on autopilot.

Could be some issue with animation lock or perhaps latency from client>server>client communication. The difference is in the range of 100-300 milliseconds, which is within the range of one heartbeat cycle of the game both in and out of instances.

The thing is the delay was always there...just people weren't analyzing it so closely. We also learned a while ago that it starts to take a lot of SS for perceived effect past certain thresholds.
