Being that you have to get to 60 on a class before you get any sort of EXP boost, I would put the effort into leveling what you enjoy. It wouldn't take too long to get an arcanist up to where your archer is and you can make the choice then.

You get the exp boost at any level, if you have let's say a level 30 Marauder, you'll have the exp boost for all your other jobs till level 30. So the OP will have the exp boost to level his Arcanist to 25.
I just want to pitch in and confirm what Freyyy posted and mention the armoury bonus exp works on any class under your max levelled class. You don't need to hit 50 or 60 first. The tip about the bonus exp was pretty poorly worded ingame, I think, and this leads to a lot of miscommunication about how it works. All you need to do is glance at your exp gains to see that there's an extra 50%-100% in the log.
