While what other people have said is true (that you can just use it for AoEs until you obtain Empyrial Arrow, otherwise it's probably a dps loss), I believe that you should start using it now to get an idea of how BRD feels with WM on. At the beginning it can be a little bit confusing, but once you get the hang of it I think you'll find that it's really satisfiyng to properly chain every skill while weaving in instant skills in that short second between the cast times.

I was wondering this same question, as I've had WM on nonstop since I hit 52. I felt it was good to get used to it and I ended up doing great damage with it on so I've kept it on 100%. In my opinion, getting used to standing still will prepare you more for 60 than just turning it on for aoe, but that's just how I feel about it.

WM is a minor, nigh-imperceptible, dps loss before you have Empyreal Arrow. You should without a doubt be keeping it on 100% of the time from 52 to 60. It drastically changes the playstyle of the class and it's much smarter to get used to that new style before you complicate it with new skills like EA and IJ. Same reason I definitely recommend DRG picks up Wheeling Thrust at 58, even though it's *technically* worthless until it allows you to unlock Geirskogul. The landscape at 60 is all that matters. You wanna practice it as much as possible before you get there, so the adjustment period isn't very long.
