Report them and let the GM figure it out. Just explain what you're seeing and why it's a problem and let them do their jobs.
You see this a lot. People take to the forums to complain about other people breaking the TOS or harassment but they're not even attempting to go through the process and letting the system work. The GM team exists, I've talked to several of them when I've had problems with other players, but they can't help you if you don't submit a ticket to them. GMs can't be everywhere and they can't see everything themselves. You have to tell them when you're having a problem with another player, especially when the in-game tools you have aren't enough to make that problem go away.
Or they could implement a convenient feature that many other games have, and at the same time, alleviate the number of incoming tickets their GMs get related to player harassment.Report them and let the GM figure it out. I honestly can't even fathom why anyone would be against this as it has no negative effect on anyone else unless you're the type of person that the OP would be wanting to block in the first place.
The games that people have given as examples are 100% instances. FFXIV heavily uses instances but there is some open world content, so making players invisible actually does present something of a logistical problem.
And, to me, it just seems like a pointless use of developer resources. Maybe what SE could add is that emote motions aren't displayed if the source is blacklisted, as that closes out pretty much the last avenue for harassment.
I'd rather they spend their time on content than waste it on something so trivial as this, personally. Or robust RMT spam filtering.
