Well, I get the fact that what we would have for common foodstuffs in the real world would be expensive as hell delicacies in Eorzea, but even fat people existed in the historical hard-to-farm days of yore.
(Just say ps3 limitations, ill accept it.)

It's a Middle Age setting, every couple of millenia the world ends AGAIN, and our player characters are adventerures by trade.
All that put together makes it almost impossible for someone besides the 0.1% of societies wealthyest to be anything but fit to malenurished..

They existed, but were mostly limited to wealthy aristocrats, who had the money to pay for frequent meals of meats and other high-calorie foods. Everyone else was subsisting on vegetables and other low-calorie foods, while working they asses off to produce it. By medieval standards, there were not many fat people. Most non-aristocratic "fat" people were more likely than not very muscular beneath their girth (hee hee). Their body type just makes them look fat (see: male Roegadyn casters).
History lesson: the difficulty of getting fat in that time period is why so many works of art portrayed fat people as beautiful, since it was a difficult-to-attain ideal.
In what regard is it a PS3 limitation? Jiggle physics? Well, my avatar's boobs bounce just the same on PS4 as they did on PS3, so... who knows? I'd have to take a look at the programming complexity and see if the PS3 can handle... whatever difference it is you suggest it can't. Plus know the specs of the systems. And stuff.

What about those with mansions? It's a Middle Age setting, every couple of millenia the world ends AGAIN, and our player characters are adventerures by trade.

Memory. Several times they've said things suggesting they're counting every kilobyte of their memory profile. Most recently they cited lack of available memory as to why Au Ra horns are tied to faces, and it's not the first time they've cited that for why they can't do something either (TP bars on the party list, among other things). In what regard is it a PS3 limitation? I don't think it makes much sense to have heavier body types as an option for player characters. As adventures, we likely stay fit (also they'd have to adjust all of the gear in the game - not going to happen). However, I would like to see some NPCs here and there with some body type differences. It would make more sense and it would be less work overall, as they'll only need to adjust a few items to fit.

:sigh: I'd rather not say "Japanese game developer" limitations, because they can likely do it, the thing is ROI...

Since we have seen SE's existing difficulties on expanding the character creator, a fat slider is as far away as a butt slider or similar expansions to the existing races. This is also the protagonist of a game franchise well known for its pretty, attracive, stylized protagonists(read:not fat), and how many people are willing to take the plunge and edit their character to what is considered a less attractive appearance?
Im sure there are other considerations as well. Such as armor textures, emotes, and yes, jiggle physics. That's why it is far easier to introduce a fat or aging npc than it is a pc. But I'm willing to wager, both in technical design and setting, that yes, fat people can exist in eorzea. They just need to find the right side character that fits with their ideas on what a fat person does.(and therein lies the tragedy)
So why did i ask to say ps3 limitations?...because its just an easier way of saying real life dev considerations are why Eorzea lacks a feature.

Makes sense. I'd say they can do better, but as someone who is probably failing his CS courses I'm not that arrogant...Memory. Several times they've said things suggesting they're counting every kilobyte of their memory profile. Most recently they cited lack of available memory as to why Au Ra horns are tied to faces, and it's not the first time they've cited that for why they can't do something either (TP bars on the party list, among other things).
They do adjust gear for PC differences in body shape (female busts and muscle sliders on Hyur and Roegadyn of both sexes in addition to the vast differences in body shape between the six races), so that's no excuse.I don't think it makes much sense to have heavier body types as an option for player characters. As adventures, we likely stay fit (also they'd have to adjust all of the gear in the game - not going to happen). However, I would like to see some NPCs here and there with some body type differences. It would make more sense and it would be less work overall, as they'll only need to adjust a few items to fit.
There are NPCs with differing body types (Minfilia is bustier than any other Hyur (Midlander or Highlander), Raubahn is taller and more muscular than other Highlander males, Merlwyb is taller than other female Roegadyn I THINK, etc), but that requires a unique model rather than just using the character creator and adding a unique tweak like they do for most important NPCs. Unique models take time, and giving the gear vendor in Camp Tranquil a unique fat model would pretty much be a waste of time.
There's no reason they can't add a unique slider to NPCs labeled "adipose tissue" and adjust it as necessary, but I'd rather they work on things like new dungeons and raids. More important than getting fat NPCs.

If you want a quick & dirty preview... try writing something, that is something substantial, for an embedded device. Raspberry Pi or any number of microcontrollers sold on sites for hobby robotics, etc. You run into the limitations of those fast and then you get to play the fun game of making hard choices and sacrifices.
Now... butt sliders, chubby sliders, horns as a separate option, all those other things people have asked for... Could SE do it? I'm almost certain they could, yes, but: What are you willing to cut to make it happen? To use your example: Muscle sliders (and facial hair for that matter). Not all races have those, but they get other customization options.
We got our party TP bars at the cost of seeing the party bonus in-frame... I don't think most people mind that (I definitely don't!), but they might not like giving up some other things. And as you noted, developer cost/time is also a factor.
Now all that being said, we have a phenomenal amount of customization compared to XI. 'Choose one head that also determines eye color, hair color, hair style, etc' and the body customization was a mere "small medium large" selector. When the PS5 or PS6 comes around and it's time for a new FF MMO, I bet we'll see another leap in customization.
Possibly even this MMO, when they drop PS3 support. But to really tell, we'd need the insight of a dev who knows exactly where the limitations are and what would be eased by dropping the platform.
