Are you trying to create a new char on Behemoth? If a server is greyed out, it means there are a high number of players currently online and playing on the server, you will have to wait til server congestion subsides.
Entry accounts are not allowed to create more than one character.

Are you trying to actually use the character server transfer service? Is your method of payment being declined?
