    So, I got my shoes out of storage and tried them in Ishgard - sure enough they give the 30 second sprint timer.

    But there is this funny issue, it seems. Where the sprint time wont always be 30 seconds, sometimes it starts at 27 seconds.

    I guess I'll report that as a bug.
