Would Clemency by OP as insta cast?

18 second HoT at 200 potency. (Take current Clemency and divide it by 6 to get the each tick).
Additional effect: While in Shield Oath, increased enmity.
Cast 1 second, but a little less MP cost than now? Like 20% less maybe?

Would be pretty nice. Sturdy and reliable like a PLD. Just imagine a Pally casting on itself prepull. The aggro alone would probably allow a WHM/AST to Pre-regen them as well.
