Originally Illdyshire was designeed to be in the same zone. But they knew how bad populace in revenant toll affected mor dhona. So they changed it to this before the game went live.
More like five seconds off your life to talk to the "Goodly Adventurer" to warp you to the entrance.
I still think it's lazy...and this is coming from someone who sometimes takes two minutes to load into a new area (uuuugh) so. Yeah.

From what I understand, Idyllshire will be developed in much the same way that Revenant's Toll was. However, the Toll was stifled by the fact it was in the same zone as Mor Dhona. This means it could only be developed to a certain point before it would start to negatively affect PS3 and low-end PC users (imagine waiting 5 minutes to zone in to Mor Dhona as it loaded all those models).
By instancing Idyllshire, SE has a LOT more freedom in its growth. As a QoL addition, the good-willed adventurer NPC near the aetheryte will instantly telephoto you to the Hinterlands.
The Hinterlands have many aetheryte crystals laying about.

Now, both zones were once a single city, and each city have only 1 aetherite instead of 2 for both city zones.
Just the smaller city aetherites need some repairs
