As you've already said, they "nerf" Archer armour for the sake of balancing. I don't see whatever reason why most Mages are usually depicted in Cloth in most games, other than for the sake of balancing (ALL HAIL NEMEROTH, FIRST SORCERER IN TERMINATOR ARMOUR).
