I do agree that the PS3 is probably holding up some things and imposing limitations that would otherwise not exist for either PC or PS4 version. But in terms of blocking new content I don't think it's the biggest slowdown. In fact due to the PC's nature I would guess it is the bigger problem of the three platforms. before I get the PC master Race hating on me I am a game dev and I have made games for consoles and PC and the consoles are much easier to deal with from a test perspective. PC's by their nature have an unknown hardware element when you are developing for them which causes your test time to quadruple at least. With a console the hardware is known and thus you don't have this extra consideration, what this means is that for every new piece of content for FFXIV, if good development practices are in place, that test far outweighs development time and thus slows down new content from being released which is what I expect actually held up the release of 3.1 in the first place.
