As many have said, it's not just consoles 'holding the game back', everything can console and PC. I have a gaming laptop that was new in 1.0's time that's now 'obsolete' and, being a laptop, will never improve without major computer surgery. It could just run 1.0 at medium settings and handled the game reasonably well (was able to do all content without trouble). 2.0 it runs flawlessly. If they were to bump the game up graphically I'd no doubt be right back to 1.0 performance, if not worse in Heavensward areas. Now, I haven't played on my laptop since the Beta because screw Windows, I jumped onto the PS3 as soon as it opened for it's Beta and never went back. I did take advantage of the PS4 upgrade in the last week of the promotion because I finally got a PS4 (for unrelated reasons), but I'll never go back to playing on my laptop. Ever.
