I wonder about that, would they need an "accurate" map of the entire world? A world map isn't particularly accurate anyway... Well, the map of Eorzea isn't either come to think about it... Point is, Garlemald is invading Eorzea, they'd want maps of Eorzea that are as accurate as possible, having a world map, in which Eorzea is just a small part, would not be particularly useful. Most of that map is completely meaningless to an Eorzean campaign... If you were invading France, for example, a map which also has America and Japan (basically a world map) on it is going to be utterly terrible, because the detail on France (which is what you want to focus on) would be non-existent.
