Can someone please explain this red scrip rotation?

It shows using Impulsive Appraisal after Discerning Eye, and then depending on if it procs or not determines what you do next. Thing is I can't tell if it procs or not as every time I use it Discerning Eye goes away. I know in a rotation where something other than Discerning Eye comes before Impulsive Appraisal that it normally procs by giving you Discerning Eye, but I've never used a rotation with Discerning Eye before Impulsive Appraisal and that's what is confusing me. This makes me unsure if using Impulsive Appraisal with Discerning Eye already up would remove Discerning Eye if it procs or remove one and add a new Discerning Eye at same time. So what counts as a proc in that case? Would the proc be the removal of the first Discerning Eye you activated? Or is the proc the removal of the first one and and addition of another Discerning Eye at the same time?

EDIT: Nevermind, I figured it out. The proc throws up new Discerning Eye even though one was already up and used at same time.
