Latency/Connection Issues Since the Launch of the EU Data Center

When does the problem occur (e.g. only during specific times such as in the evenings?) it started 2-3 days ago and it's happening everytime / people are just freezing and porting around also skills are very delayed which makes it unplayable

Basically, I get a bunch of packet loss on all European servers, the NA servers are perfectly fine for me. Lagspikes of 2-10 seconds every ~15 seconds, players warping all over the place constantly, same for mobs. During those lagspikes, my own actions somehow get through to the server, other players can see me acting.
That all started about 2 days ago, no change in hardware, other games run a stable connection.

getting these lags now since 2-3 days and had never before such problems in more than 2 years playtime.
People just port randomly, retainer takes ages to open and gardening / watering plants takes forever

looks like something is broken in Düsseldorf with Level 3 Communications, get there always timeouts in a tracert
