Latency/Connection Issues Since the Launch of the EU Data Center

short story is - it sounds like its more of an issue with the eu servers isp - but that still does not explain why some can still play while others cant.

Basically, I get a bunch of packet loss on all European servers, the NA servers are perfectly fine for me. Lagspikes of 2-10 seconds every ~15 seconds, players warping all over the place constantly, same for mobs. During those lagspikes, my own actions somehow get through to the server, other players can see me acting.
That all started about 2 days ago, no change in hardware, other games run a stable connection.

getting these lags now since 2-3 days and had never before such problems in more than 2 years playtime.
People just port randomly, retainer takes ages to open and gardening / watering plants takes forever

looks like something is broken in Düsseldorf with Level 3 Communications, get there always timeouts in a tracert

Experiencing horrible lag issues since Thursday. Didn't change anything on my end and everything else runs fine like always. People teleporting all over the place etc.

Delayed movements and actions from my own character as well as all around. These random lags make it very difficult to play. Enemy mobs also warp all over the place
Seems to be a matter of packet loss all over the place. Running tracert to the server shows that there seems to be an issue within the data center itself as shown here:

The lags are longer and more often in dungeons and raids but occur in cities aswell
