I am interested in getting the Carbuncle Plushies and Heavensward artbook (prioritizing the artbook first if it comes out before I can afford either) and I want to know where else you can get these items (including brick and mortar stores if any)

I usually go for Amazon. Thats where I bought the Drakengard 3 soundtrack (also cause it was cheaper.)

The Carbuncle plushies are up on eBay for ridiculous amounts. -.-
You can find some sellers on Amazon selling the import but its usually way more expensive than it should be.
Ebay is also another option.
There are also sites like J-list, Otaku.com, etc that sometimes get Square Enix Merchandise in stock or will take requests from their customers for certain items. Keep in mind they usually add a small fee to the item or sell items for slightly more than the e-shop charges.
I can tell you that 2 weeks ago I was in Akihabara and even they were sold out of the Peridot Carbuncles. The only ones remaining were Topaz Carbies. As for the book, that may be a little bit easier to come accross. For example through sellers on Amazon. http://www.amazon.com/FINAL-FANTASY-...=Art+of+Eorzea
