Besides the SE store, where else can you get FF XIV merch?

I am interested in getting the Carbuncle Plushies and Heavensward artbook (prioritizing the artbook first if it comes out before I can afford either) and I want to know where else you can get these items (including brick and mortar stores if any)

I usually go for Amazon. Thats where I bought the Drakengard 3 soundtrack (also cause it was cheaper.)

You can find some sellers on Amazon selling the import but its usually way more expensive than it should be.
Ebay is also another option.

There are also sites like J-list, Otaku.com, etc that sometimes get Square Enix Merchandise in stock or will take requests from their customers for certain items. Keep in mind they usually add a small fee to the item or sell items for slightly more than the e-shop charges.

I can tell you that 2 weeks ago I was in Akihabara and even they were sold out of the Peridot Carbuncles. The only ones remaining were Topaz Carbies.
