I can't think of a good answer. To me, this restriction seems unnecessary. It's all cons and no pros.

No, players cannot access hard-mode expeditions except with an FC airship at level 50.
The requiremnt to bring TWO fc members on every expedition means it will be even harder to do hard-mode expeditions with groups of friends.
Beg FC members who don't want to come?
- Use the party finder to search for party members (if you are not the only FC member online)
- Use party finder to join the exploration of another small FC (if you are the only FC member online)
- Wait until more FC members are online for FC content
- Take the airship in Ishgard to do easy or normal mode solo
Disband your group of friends and beg a different party to let some of you join?
Do nothing because the game won't let you access the content?
Do .... something useless you didn't want to do becaus the game won't let you do what you and your friends wanted to do??
None of these options are even slightly fun. >_<
I don't really get the issue, that's 2 people out of 8 from the company hosting the jaunt, or 6 out of 24 if they have a fleet running. For a company maintaining a workshop and the airship it flies from that should be about as hard as raising the points to buy the fuel. A one-person company can ill afford a house, much less the metric tonnes of tome materials, rare gathered materials and... essentially a grocery list of things that would tie up at well more than 2 people in the undertaking. And that's just for 1 airship. The only reason I can see to rail against this requirement are those who would sell Exploration jaunts as that'd mean one less paying customer, unless the 'pilot' decides to charge the 'copilot' on principle...
It's most likely because FC activities are designed to be group activities for the FC itself, not for one member to go do them with their other friends. The fact that you need at least 3 people to found an FC points to this. You can't really have an FC-oriented "group activity" with a single member FC, but only requiring 2 members to be in the same FC and letting the rest of the group be "outsiders" caters to all but the smallest of free companies. I dunno, I run a small FC and I don't think I'll have any problem at all with this.

Wouldn't this be a great idea to start a Sky Pirates LS? Make a LS community of people you can go on adventures when not a lot of FC people on?
When I read the details that what I was thinking. Selling journeys should be an issue if people start LS for this.

It's hardly an exotic situation to imagine one member with an airship wishing to do a hard-mode expedition with people who aren't in the FC. Maybe the rest of the FC is busy. Or they don't like expeditions. Or maybe today you want to bring 7 other friends. Organizing parties is enough work already, we don't need this arbitrary restriction forcing groups of friends to sit around unable to play the game. >_<
The 1 man online FC thing is out of style. It never should have been in style. It was a bizarre product of draconian controls on how players approach strictly designed progression content. Now it needs to go.
Sounds great! And then you end up with a party that isn't allowed to access the content just because there aren't two people from the same FC with an airship.
