I myself has ranked my 2-3 month old Con from 1 - 46 pre 1.19 and not much PL unless my LS friends were online. People are free to choose wether to PL or do normal questing. Just because its there, doesnt force you into doing it.

Im currently leveling my Thm the "normal" way cause I choose to.
