Reality is no one is gonna be banned, and probably there will be no consequences for anyone "abusing" something which SE implemented. SE will want to retain as much of the people who are playing as possible while trying to get more because the moment this become P2P the population will hemorrhage heavily, they will put those band-aids in place to prevent death. People are probably less likely to quit when they have a higher level character.

I have 8 crafts at 50. All I did was watch T.V. and spam standard for easy mode synths. Enjoy leveling those crafts in 1.19 and beyond everyone!

If I am not mistaking Yoshida gave us permission 3 separate times to pwrlvl. twice before in dev post and once in a live letter.
So if he penalizes anyone after telling them it is 100% ok to do... well yea he will lose a ton of players.
An exploit is doing something wrong, he gave us permission to pwrlvl saying he feels it is 100% ok.
He was warned this would happen by hundreds of people, he ignored it, it is now Yoshida's fault not the playerbase. Would be like taking everyones gil away because leves use to give too much... so we exploited leves to get alot of gil.
