They would, because the 'harder' faction would demand better rewards along with the difficult.
The only way it would work would be releasing a 2 way patch: 3.1.1, with MSQ and hard mode versions of everything (all queueable trough the DF) and then a chatch up 3.1.2 with the normal versions 2 months after, with the same rewards.
To be completely honest, I'm totally fine with the way Square is doing things now. The majority of players don't like hard content and DF content is on the right spot for them.



Cultural difference
i dont know about US, but when i work in England, i found out European countries have much shorter working ours than ours
working OT is unlikely in Euro, while it is almost a must in my country
and our gaming is never the "hard content" when compare to neighborhood countries such as Korea and China
furthermore, casual gaming have an increasing trend, it is actually more money making than traditional so call "hard-core" game
it is always more favorable when someone come back form hours of work, can pop online do something with random ppl
i know the Western are more "hard-core", but i think ppl have to stop comparing FFXIV to WOW
they really aiming for different segment of players to begin with

A noble sentiment, and one I agree with, but I doubt that it will ever happen, especially considering that the developers themselves have looked to WoW for inspiration.
