That IP has nothing to do with the game anymore...hasn't for a couple years now. It hosts websites in the EIDOS group for SE, but nothing to do with gameplay.

And don't go strictly by what shows at arrstatus either. SE has altered our assigned addresses multiple times now. I'm now on Midgard via .148...and they still show .28. I've never used that IP since Beta4...I've had about 5 or 6 different ones, but never .28.

Hyperion is in the Primal group, and it's lobby server is neolobby04.ffxiv.com (199.91.189.93). Can test to that IP, as it is the same subnet and the routing will use the same ASN and BGP data and such. Otherwise, if you want the actual path you take for gameplay, you can load Resource Monitor (resmon from search/run) to see what the game is actually using once logged fully into the game.

According to Downdetector, several areas in/around Texas with varying providers/services, as well as some areas you may be going through have been exhibiting issues for a while now. AT&T itself has had reports as well, but most of there particular issues seem to be closer to the Great Lakes area:

It is likely an issue getting through the North East regions or maybe sling-shotting Toronto to get into Montreal. It seems to be a pattern with Level3 for certain up there, and occasionally TATA and Cogent as well. Verizon/Alter.net (FiOs users and such) seem to have regular bouts of FUBARness as well up in the North East. TATA(AS6453), Level3, Cogent, and Verizon (via alter.net/UUnet) manage just over 70% of all peering into Ormuco-Montreal (SE's ISP).
