EB ceremony not starting

Both got our wristlets on, platinum plans and the quest isnt starting. Help? We're waiting by the npc

Let me clarify, Eb quest not starting, unable to start the quest with claribel, still in red and even after talking to her it wont let us progress to xoing the blessing of the 12 bit

Requirements:
Players can register for Eternal Bond in the Mog Station.
Players must complete the quest The Ties that Bind by talking to Claribel in East Shroud (x17,y18).
Players must have at least one class at level 50.
Players must first complete the main scenario quest The Scions of the Seventh Dawn.
Players must form a party of two with their partners.
Players and their partners must both be in the East Shroud.
Players and their partners must equip themselves with Promise Wristlets. Players can acquire the wristlets in the Mog Station.
Players must reserve a time slot for the ceremony and are able to send out 40 guest invitations per player.

We meet all the reuirements, in a party, equipped bracelets, over lvl 50, not already married etc

When a quest is red and cannot be accepted, it usually states what requirements are not met when you try to view it. What does it say?

Just the usual stuff she blabs about before starting. Nothing about no requirements not met.

What does your duty list says? If I remember correctly she should send you around a bit.

Have either of the bracelets been used before? Once you have started the quest once they become useless to start the quest again with should one of you chosen to cancel a prior engagement.

It says nothing, We couldnt take the quest

No, I bought mine last week, partner only just bought his a few minutes before we tried getting the quest.
