Like most jobs I use bar 1 and 2 for most stuff. bar 3 is for LB, sprint and really rare stuff. If you can't learn to use two bar sets you will be a bad tank... period. Macros in this game are terrible is most cases. All jobs use at least crossbar 1 and part of the second crossbar... some require even more than that.

I personally hate the extended bars so I just switch between the bars with r1+barbutton. I am so used to it now that I amaze myself how fast I switch between the two bars without messing anything up.

get gud. I only use two cross hotbars and think warrior dps is easy. Macros are bad. Never used them.

Set up a horizontal hotbar over your actual usable hotbar to see OGCDs, long CDs, and buffs (Berserk, Internal Release), and things you want to use on CD (Infuriate, Berserk, Mercy Stroke).

Use R2+L2 hotbar. I have Mercy Stroke, Berserk, Holmgang, Defience, Deliverence, Unchained, Internal Release, and Decimate here. This allows me to be on whatever hotbar and simply press L2 or R2 in conjunction with whatever side of my hotbar on whatever hotbar I am currently using to get to those abilities.

Also always use Mercy Stroke when it is up lol.

Don't use macros for offensive rotations. The only time I really think macros are ok is for some defensive buffs. For example I macro Foresight and Bloodbath together. They both are 90 second CD and it is the only way I will really use Foresight lol.

Make it so that only your combat hot bars show up when your weapon is sheathed and make it so just rapping r1 takes you to the appropriate bar.

For WAR, I have all my defensive CDs and stances on my second hotbar. My first hotbar contains all of my GCD abilities, oGCDs, and offensive buffs (plus Bloodbath).

I personally have macroed my stances to swap my Wrath abilities out for my Abandon abilities, an,d vice versa which reduced a lot of the skill bloat on my bar (not that there was much to begin with). To keep track of my defensive CDs, I have a horizontal hotbar located just under my cross hotbars to see when they come up.
