Mudras are crazy fast now. Mages still can cheat by moving before a cast actually ends.
Since I never had any trouble getting out of AoEs in the content you asked about (which is the main reason why I believe that people either have bad hardware/connection speed or just suck at playing, location based lag isn't at fault..) I can't say I see any difference, but for most people living in Europe, their ping went down to 20-50 ms, so it's a lot better.
But people still suck, so don't expect any big changes
Had one just for fun Titan EX run today and 5/8 people still fell down through landslides..so the only thing that's different now is that they can't blame the server location anymore <3
So us EU player's no longer have the lAG handycap and should be elite now we dont have to put up with this lag crap![]()

Emphasis on "should". Try it the way Welsper said. If you had a lot of trouble with lag before, chances are the server location wasn't the main problem. So before you get super happy, check if things actually got noticably better for you.

Tbh the lag "excuse" was often true.
When you clearly stand out of AoE and still get hit by it, it can't physically be your fault.
I used to have these issues in Titan HM, I was clearly out of landslide when it hit, but there was ~10% chance that it would still connect and kill me (which is pretty bad, since I am a healer, and while Titan HM is solo-healable, it's not super easy). Since I started using WTFast to lower my ping from 140-150 to ~100, I haven't got hit by a landslide, but Weight of the Land would still sometimes hit despite being out.
