Level sync in FFXI was exactly the same as PL is in FFXIV now - both were/are the fastest ways to level in game.

Level sync in FFXI was the best xp/per hour before Abyssea PL existed - players who wanted to level as fast as possible only joined level sync parties before Abyssea PL parties existed.

PL in FFXIV is currently the best exp/per hour - players who want to level as fast as possible will only join PL parties.
