If the item description says "...you can ride it through the skies." I'm pretty sure it's a flying mount. And come on, it's a broom! Broom's purpose is to fly with it!

I don't see why it wouldn't be a flying mount given that this is 3.0 and they've already talked about converting the other "flying" mounts that don't have the ability to fly in expansion areas yet into true flying mounts. Why not just go ahead and make a flying broom into a flying mount?
