If you look at the picture closely you can see, Those are abilities before 50. I chose that because the abilities after 50 are un-needed to the discussion. My point I was trying to make was that through leveling there's totally room for a fishing net off-hand item that gets abilities or uses through leveling, and levels along-side the fishing rod similar to sledgehammer and sickle.

My main point is fishing should not be considered a "hobby" if it's literally lumped in with the other disciples of the land. Equal treatment for equal title!
