Personally, I tend to ask the person if he wants explanations (Ever since I met that one person who didn't want to be spoiled).
No or no answer = No, Yes = I'll explain.

Only issue is when I'm the healer and the tank attempts to pull the entire dungeon in one go. Then I usually don't have time until the actual boss and have to type fast because of course the tank has pulled already ._.'

It's easier as tank or DPS because nobody is going to die while you type, even when people attempt to rush it. Tank is the easiest - pull a group, establish aggro, pop a CD, then type. As DPS, you might get frowned upon if you have a lower damage contribution for one pull as you explain.

    /p dodge aoe, kill adds

^Just make that macro and then it doesn't matter if they don't wait. 1 button press and 95% of dungeons are explained.

Honestly every other fight can be explained within 2 sentences. Just hop into the gate and type it out real quick, if someone dies within that window then they messed something up real bad and you can laugh at them.

There are doom removing plates for gaze as well so that's a forgiving mechanic if you don't focus target and mess up till you get it down.

Sprigs spawn more than one at a time and if you still attack them after seeing them turn into snowballs you clearly have no intention of actually thinking about what you are doing.

Not to mention my point was made on the fact that they waited until reaching the boss to ask for information
Some mechanics are more obtuse than others, and some are less forgiving. When it's your first time in a leveling dungeon, you're trying to get a handle on new skills and adjust to the mechanics of the dungeon. When you tackle a high level dungeon for the first time, you could still be tying together your max level rotation, you might be tugging against under/overgeared players as well, and again, you're learning new mechanics on the fly.

Some players can do it fine, for some, tackling and nailing mechanics after running into them blind is part of the dungeon thrill. Other players just want to complete the dungeon, they aren't interested in intuiting the mechanics on their own, and don't want to be held responsible for wipes that could have been avoided. I'll shoot off a couple lines about wipe worthy mechanics for the sake of the newbie, whether by their request or not, and it's usually met with positive affirmation and a quick thanks. Everyone, newbie or vet, has the same goal in a dungeon: to clear it. All I do is help the newbie get on the same level as the rest of us, then we tackle the bosses and do exactly that.

With groups that take a more moderate pace this not much of a problem - there will be pauses long enough to write a question - but with extreme speed-runners it is a problem.
Yeah, that's the thing, when someone doesn't even have the time to ask I won't have the time to explain either, at least when there was never a question and nobody waits for an answer. If two people wait the rest should wait too, if only one stops the rest will run past. Surprisingly people often don't even see the need to wait for Haler/Tank and pull anyway, so when I stop without anybody telling me to it would be my fault if someone died. In that case it can't be helped that's why DF often sucks. Unless you like speedruns.

If someone say something like, "First time." or "I'm new!", then I respond with "Ok!". Then, I'll hit the key points about bosses during our encounters during the mob(s) just before boss room. I do it here because I have no keyboard, and it the tank would probably pull as I'm typing.

Reason most of the groups don't explain when they see new people is because 1) Majority of the dungeons and non-Savage raids have no notable mechanics to speak off 2) Most of the time, those messages also appears in contents which is considered "old", therefore 3) leads to believe there will be enough "veterans" to carry or the "new guy" is simply someone's alt.

Take me for example. I have 3 characters, 2 of them ilvl 190+ and right now I am doing the entire MSQ for the 3rd time. On my newest character, I killed Garuda when I still had the new player symbol on my name. The symbol didn't go off until I was starting the finial quest chain to access Castrum/Praetorium. At this point, my "new player" is out-performing veterans who still can't dodge worth a shit in Aurum Vale. And these people claimed they had been playing since 2.2 or some thing!

In short, as previous posters have hinted, majority of the player base simply don't care about "new player" anymore. Which is a sad thing.

When Heavensward launched, somehow I was able to do all the dungeons with a party of people who'd never seen them before and it was ok.

Either I'm amazing or they aren't that complicated.

most boss fights is a quick dodge stuff explanation. some take a few more words but seriously unless your just starting your dungeon career there isnt a lot that should need explaining.

that being said if someone asks they will always get a more in depth explanation otherwise a quick simple line before the pull is usually enough.

and I would discourage anyone from reading dungeon guides, there just not needed ever. if your new that's cool we were all new at some point and we didn't all use guides either.

Because if you take the time to explain. Someone will always say something about watching or reading a guide and not wasting others time. Have some patience people, spending 30 seconds to a minute to explain a fight wont kill you and your "precious" time will be fine as well.

If I see that I immediately go into "Play cautious" style. I'll explain mechanics, etc. Certain mechanics I have bound to macros so I can tell them what to do as it casts (CT/ST/WOD I'm looking at you three). I go out of my way to help people. I may be an Alex Savage raider starting tonight but helping new players is worth it. Who knows what levels of accomplishment they'll achieve. Why not help them when they're needing it?
